I think that the scale data should be changed as railway modellers usually go by
gauge ie Gauge 1,,,,,,O gauge,,,,,OO gauge,,,,,N gauge,,etc,,,,, not by scale
I'm wondering were to put my 16mm SM32 model in

Mind you things get complicated when using scales
Gauge 1 is 10mm scale,,,,,O gauge 7mm,,,,,OO gauge is 4mm,,,,HO is 3.5mm and UK N gauge is 2mm to the foot and SM32 is 16mm scale running on O gauge track

Is either of fields 1 and 2 optional? I.e., could you just fill in either one, or how will it work?

First the "simple" things.
H0, HO and 1:87 belong together, they are like "synonyms"
- When searching for "Locomotive 1:87" or "Locomotive H0" or "Locomotive HO" you should find the exact same things.
- When looking at a product, you should see both variations 1:87 and H0 (I don't know what your preference is, so we show both)
- When somebody writes H0 in the scale field, it is autocorrected to 1:87 (which is fine, as the above 2 points result in the same outcome)
Similar to the above, 1:148 or N (GB) are synonyms. No matter what you enter, and no matter your preference you can/should search/find both.
A "building", "passengers" or "cars" on to your layout should be in the same* scale. (and are independent of the gauge?)
For all above items "scale" and "gauge" are the same, if you know 1, you know the other, or vice versa.

Now the fun part...
SM32 would be scale "1:19" (16mm) on a 32mm gauge.
Now, while SM32 is a synonym for 1:19, 1:19 is not a synonym for SM32. (as not all 1:19 rolling stock is 32mm, some are 45mm)
32mm is also not a synonym for SM32, as O is also 32mm
Because of this we can no longer have just one field. We need a "gauge" (or should we label it track system?) field to distinguish/group compatible items.
Some products are independent of the Gauge: eg. a BMW, or a civilian or many buildings.
Some products are highly dependent on Gauge and Scale: eg. Rolling stock, track elements, railway crossing, buffers
That said, I think scale will is the only required one! Gauge will be optional. (and I will likely autofix. eg. if someone writes SM32 in either the scale or gauge field. I will autocorrect it to scale 1:19 and Gauge 32mm)
Next I should also show a nice label based on the Scale/Gauge combo.
If you fill in 1:19 and 32mm, you should see SM32 (as that is the common name for that combo)

@arron: if you could do me a favor and already add a few items as scale 1:19. I will start implementing the Gauge field and SM32 notation. if needed we can adapt the strategy
